                               ' MA6502 AND MA6503) .

Dear Mr. Wanczyk:

By letter dated September 21,1999, you requested approval to perform alternative testing as part of the Vermont Yankee Nuclear Power Station (VY) Inservice Testing (IST) Program. The VY program was developed in accordance with the requirements of the 1989 Edition of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code)

which references the ASME Code for Operations and Maintenance of Nuclear Power Plants (OM Code) Part 1, Part 6, and Part 10 (OM-1, OM-6, and OM-10), for IST of safety and relief
                - devices, pumps, and valves. We have reviewed the submittal against the requirements of Sebtion XI of the ASME Code.

l You requested relief nom the testing requirements of OM-10 paragraph 4.3.2.4(c). The Code ( ' requires that each check valve be disassembled every refueling outage. in RR V17, Revision 0, you proposed to disassemble and inspect, or nori-intrusively test, one of the Nvo service L water system loop header discharge check valves every refueling outage. In RR-V18 you proposed to implement a sample disassembly and inspection program for 10 service water system vacuum breaker check valves. We have determined that the proposed alternatives to the requirements of OM-10 paragraph 4.3.2.4(c) may be approved pursuant to 10 CFR l 50.55a(f)(4)(iv) because the alternatives meet the requirements of the 1995 OM Code i paragraph ISTC .4.5.4(c) which has been incorporated by reference into 10 CFR 50.55a l(64 FR 51370). Our detailed evaluation and conclusions are documented in the enclosed safety evaluation. We have reviewed the submittal against the requirements of Section XI of the ASME Code. You requested relief from the testing requirements of OM-10 paragraph 4.3.2.4(c).
