Dear Mr. Koester:

Subject:

Wolf Creek - TMI Action Plan Item II.K.3.31 The staff has completed its review of your submittal dated June 29, 1986 which resforded to TMI Action Plan Item II.K.3.31 " Compliance with 10 CFR 50.46."

Your submittal referenced WCAP-11145, "Westinghcuse Small Break LOCA ECCS Evaluation flodel Generic Study with the NOTRUMP Code."

Eased upon the staff's review, we conclude that the Wolf Creek FSAR analysis of strall break LOCA have been demonstrated to be conservative in comparisen with the NOTRUf'P Evaluation Model. This treets the requirements of TMI Action Plan Item II.K.3.31 and 10 CFR 50.46 for Wolf Creek and is acccotable. A copy of the related Safety Evaluation is enclosed.

Sincerely, Paul W. O'Connor, Project Manager PWR Project Directorate #4 Division of PWP Licensing-A
