Dear Mr. Kingsley:

OGC-Bethesda 3

SUBJECT:

GRAND GULF NUCLEAR STATION (GGNS), UNIT 1 - REVISION 0 TO THE PROCESS CONTROL PROGRAM (TAC NO. 63191)

By letter dated October 22, 1986, the licensee (Mississippi Power & Light Com-pany before December 20, 1986, and System Energy Resources, Inc. on or after that date) submitted for NRC review the GGNS Unit 1 Process Control Program (PCP), Revision 2. In addition, the October 22, 1986, letter transmitted the licensee's response' to the staff's request for additional information on Revision 1 to the PCP.

The NRC staff has completed its review of the October 2?,1986 submittal. The staff's safety evaluation is enclosed. The staff concludes that Revision 2 to the PCP complies with the GGNS Unit 1 Technical Specifications (TSs) and the current staff guidelines, and therefore is acceptable for use on an interim basis in conjunction with the GGNS Unit 1 TSs. The need for subsequent revision and staff review of the PCP will be indicated when staff guidelines are revised to fully incorporate the requirements of 10 CFR Part 61, t

The GGNS Unit 1 PCP states that contractor services are used for processing wet solid wastes. Within 30 days of receipt of this letter, you are requested to identify to the NRC staff the name of the contractor providing these services, and the NRC-approved licensing topical report that provides the contractor's PCP. If a different contractor is to be used, you are requested 1 to provide the above information to the staff prior to use of that contractor's '

services.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than 10 respondents; therefore, OMB clearance is not required under P.L.96-511.

Sincerely,

/s/
