SUBJECT:

EXAMINATION REPORT On the week of 29 August 1988, the NRC administered examinations to employees of your company who had applied for licenses to operate your Davis-Besse #

Nuclur Power Station. At the conclusion of the examination, the examination questions and preliminary findings were discussed with those members of your staff identified in the enclosed report. ,

On September 7,1988 Mr. Storz of your staff met with myself and others of my staff. The purpose was to discuss NRC concerns with the Abnormal Operating Procedures used at Davis-Besse. Further details of this issue are presented  ;

in Paragraph 2 of the report details. The conduct of future NRC licensea exams at Davis-Besse may be affected by the manner in which you address these concerns.

Subsequent conversations were held with your staff concerning an implementation j progran, in progress for revising 42 procedures including the development of an  :

abnormal procedure for the Integrated Control system. These procedures will be '

reviewed with the Region in early November 1988.

In accordance with 10 CFR 2.790 of the Conrnission's regulations, a copy of  !

this letter and the enclosure (s) will be placed in the NRC Public Document Room. ,
