Gentl emen:

This refers.to the inspection conducted by Messrs. J. E. Cumins and B. L.

Bartlett of this office during the period February 1 to 28,1986, of activities

authorized by NRC Operating License No. NPF-42 for the Wolf Creek Generating

Station, and to the discussion of our findings with Mr. F. T. Rhodes and other

members of your staff at the conclusion of the inspection.

Areas examined during the inspection included plant status, followup on

previously identified NRC items, operational safety verification, engineered

safety features system walkdown, onsite followup of events, fire protection, IE

,

Bulletin followup, monthly surveillance observation, and plant tours. Within

these areas, the inspection consisted of selective examination of procedures

and representative records, interviews with personnel, and observations by the

inspectors. These findings are documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Consequently, you are required to respond to
