We have learned informally from the Department of Energy (DOE), that the <

informatior, you submitted to the Nuclear Regulatory Comission on September 12, 1988, as to your ability to assure sufficient funding for decontaminatior over the entire period of the license may be inaccurate. In particular, it was suggested that the $2,000,000 in escrow solely is to compensate DOE for the unclassified (rather than classified) Gas Centrifuge Enrichment Plant (GCEP) equipment should AlchemIE not obtain ownership of the classified equipment.

Also, that Abnormal Abort is addressed in Article 4 of the GCEP equipment sale '

r contract and that AlchemIE has not yet submitted for DOE approval its approach for assuring that adequate funds will be available to decontaminate and dispose ,

i the classified and/or contaminated equipuent should Alchem!E fail to do so. Is '

it expected that (ref: your letter of September 12, 1988) the sale of the ,

unneeded, unclassified material will realize sufficient funds to cover the cost ,

of removal and shipment and also to fund the reserve for decontamination and deccmmissiontg costs? Please discuss this with the Department and amend your submittal, if necessary. We want to have in the record sufficient and accurate '

information from which to complete our licensing review; therefore, please '

provide us a response in writing promptly.
