By letter dated April 18, 1989, All Chemical Isotope Enrichment, Inc.

(AlchemIE) requested, in accordance with 10 CFR 950.55(b), that in Construction Permit No. CPEP-1, the latest date for completion of the modification of AlchemIE Facility-1 CPDF be changed from May 3,1989 to November 3, 1989.

We are considering the issuance of an amendment to Construction Permit CPEP-1 in response to your request, and have prepared an Environmental Assessment in which the effects of the proposed action are evaluated.

In accordance with 10 CFR Part 51, the Environmental Assessment and Finding of No Significant Impact has been forwarded to the Office of the Federal-Register for publication. A copy of the proposed Federal Register notice is enclosed.
