1. Please provide detailed estimates of the costs of fulfilling NRC safeguards requirements including physical security requirements and measures for the )

protection of classified information. Such cost estimates should be separately I identified as to capital (construction) costs and operating costs. With regard to operating costs, provide astimates for each of the projected first five years of operation of the facilities. The level of detail in the estimates should be such that their reasonableness can be evaluated. Also 1

provide a detailed explanation of the assumptions underlying the cost i estimates.

Elements of safeguards cost estimates include (but are not necessarily limited to) the following: safeguards function; physical barriers; access requirements; intrusion alarms; verification measures; safeguards briefiags; test and maintenance programs; material accounting and inventory; records maintenance; preparation of material transfer and status reports; and reporting of safeguards events. i

2. Please provide detailed estimates of the costs of decontamination and disposal (deconnissioning) of all classified and/or contaminated equipment and facilities. Also provide a detailed estimate of costs of disposal of classified wastes. The level of detail in the estimates should be such that their reasonableness can be evaluated. Provisie a detailed explanation of the assumptions underlying the cost estimates.
3. Provide a detailed statement of the projected sources of funds to cover all costs in item nos. I and 2, above. Such sources should be identified as to estimated arnounts and as to the division between capital funds and operating funds. Sources of operating funds should be estimated for each

of the projected first five years of operation of the facilities. Provide a detailed explanation of the assumptions underlying the projections of funding source: . Such projections and assumptions should be at a level of detall that will permit an evaluation of their reasonableness.

It is noted that the NRC is currently considering a final rule that sets forth technical and financial criteria for decosnissioning licensed nuclear facilities. With regard to the subject facilities to be owned by ALChemIE, Inc., such final rule would require, among other things, that the applicant demonstrate that its planned funding method is of several-specific, allowed types. It is possible that the final decossissioning rule will be promulgated while the applicant is responding to this request for financial information. If this occurs, the applicant should respond to the above questions on decommissioning costs and decommissioning funding in light of the final rule's provisions.

4. Please provide a detailed description of ALChemIE's legal and financial relationships with it! owners or stockholders, corporate affiliates, or others (such as financial institutions or investors) upon which it is relying for financial assistance. If the sources of funds relied upon include parent companies or other corporate affiliates, provide information to support the financial capability of each such company or affiliate to meet its commitments to the applicant. Provide copies of any agreements or contracts between the entities that relate to funding of the proposed activities.

If any such statements are not available, provide a statement of assets, liabilities and capital structure, and of income as of the most recent date available.
