Letter to D. Eisenhut (NRC) from E. P. Rahe (W), MS-EPR-2544, January 15, 1982 The reference letter documents a December ll,1981 meeting held between members of my staff and Westinghouse. The purpose of this meeting was for Westinghouse to recomend alternative methods for NRC to conduct confirmatory analyses without the involvement of the near term OL applicants.

At this meeting, Westinghouse pmposed to provide the staff with generic plant input data, if the staff would agree to perform transient and accident evaluations on a generic and not plant specific bases. Since the NT0L applications with Westinghouse designed NSSS are " standard" plants, we con-cluded that generic comparisons with the results from RESAR submittals would enable us to reach similar conclusions. As a result we agreed that the generic conclusions based on these analyses would provide my staff the assurances they need for completion of their review. My staff has already obtained the najority of the RESAR-35 data, as discussed in the above refer-ence. Therefore, we shall no longer require fron Byron and Seabrook (both RESAR-3S plants) our standard request for plant specific data.

It is our understanding that the applicants will reference the above Westinghouse letter (number NS-EPR-2544) as their response to our data request. We will i

find this response acceptable.

l With regard to the South Texas submittal, we will not require plant specific information, as formally requested. However, due to the uniqueness of this plant design (e.g.,14 foot core), we will require that Westinghouse provide RESAR-41 data in similar detail to that being provided for the RESAR-3S HSSS design. This data should be provided prior to licensing of South Texas.

i Due to the extended schedule slippage on the part of the applicant this requirement should not impact the licensing of South Texas.

Mr. E. p. Rahe JUNE 1 6 1982 The reference letter implies that the NRC would not make future reouests for plant specific data from Operating Reactors. The staff cannot make such a blanket commitment, since such data may be required for our review and assessment of operating events and future safety concerns. However, we intend to perfonn our reviews on a generic basis, whenever possible.

For example, we are in the process of reviewing on a generic basis the Hestinghouse developed ECCS models for plants designed with upper plenum injection.

In the reference letter, you stated that the staff has a generic 4-loop (15x15,3250 Hwt) model of a Westinghouse NSSS. That is correct. However, the input data requirenents of our present analysis computer codes may require that additional information be requested at a later date.

Your letter conveyed concerns for the safeguards of proprietary data by HRC contractors. Specifically, you want assurances that the data catalogued on our computer systems are not accessible by users outside that facility. You reviewed the safeguards used by INEL and found them adequate. Enclosed, please find similar documentation of Argonne National Laboratory (ANL) and Sandia National Laboratory (SNL) safeguard procedures.

As has been discussed with B. Kemper of your staff ANL will assist us in the review of your NOTRUMP submittal and SNL will perform similar reviews of your ECCS models for plants designed with upper plenum injection. Unless we hear to the contrary, we shall assume that these procedures are acceptable. We shall provide similar documentations of other contractors' procedures (e.g.,

Brookhaven National Laboratory and Los Alamos National Laboratory) in the near future.
