This is in response to your letter of January 28, 1988, in response to our letter and attached Notice of Violation dated December 29, 1987. This also refers to the telephonic contact with your staff on March 4, 1988, where we discussed your response to the Notice of Violation. In your response, you denied the violation and indicated that the issue should be handled by NRC backfit procedures.

During the telephone call, the NRC representatives put forth the following positions:

1. The issue has been reviewed by the regional backfit panel and they have determined that the issue is not one of backfit, but one involving a gradual degradation of the CCTV system. We believe that the issue is best addressed by an adequate test and maintenance program.
2. The violation in question is correct and valid as stated.
3. Corrective actions should address the issues as described in the Notice of Violation.
4. Vidicon tube replacements should be periodic, based upon test performance.

Your representatives indicated difficulties in meeting the parameters described in item 3 above and proposed a meeting with the NRC to fully address this matter and to propose alternate courses of action. Therefore, this -

letter confirms a meeting proposed for April 4, 1988, at 1 p.m. between Wolf Creek and NRC representatives at the Region IV office.
