' Gentlemen:

This refers to the routine safety inspection conducted by

Ms. M. L. McCormick-Barger and Messrs. M. A. Ring and M. J. Farber of this

office on April 8-26, 1985, of activities at Davis-Besse Nuclear Power

Station, Unit 1, authorized by NRC Operating License NPF-3 and to the

discussion of our findings with Mr. T. Murray and others at the conclusion

-of.the-inspection.

.The enclosed copy of.our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

. interviews with personnel.

During this inspection, certain of your activities appeared.to be in

violation of NRC requirements, as described in the enclosed Appendix. With

respect to Item 2, the inspection showed that action had been taken to correct

the identified noncompliance and.to. prevent recurrence. Consequently, no

reply to this item of noncompliance is required and we have no further

questions regarding this matter at this time.

Regarding the remaining item, a written response.is required.

Regarding the unresolved item described in Paragraph 6.c. of the report,

this matter is being reviewed by us to determine if escalated enforcement

action is appropriate. You will be notified of our determination in a.

. subsequent Inspection Report.

.In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this~ letter and the enclosure will be placed in the NRC Public Document

Room.
