USE OF ASME CODE CASE N-411 Toledo Edison Company has requested NRC approval to use ASME Code Case N-411 for response spectrum seismic analysis of selected piping at the Davis Besse Nuclear Power Station; Unit No.1 (Toledo Edison Company letter July 2,1985 (No. 1163)). This request is similar to an earlier reouest for approval to use Code Case N-411 for the continuous vent line response spectrum seismic analysis (Toledo Edison Company letter March 14, 1985 No. 1129)). That earlier request was approved April 15, 1985.

As we stated in our letter of April 15, 1985, Code Case N-411. " Alternative Damping Valves for Seismic Analysis of Piping - Section III Division 1 Class 1, 2, and 3 Construction," is a conditionally acceptable Code Case pending revision of Regulatory Guide 1.61. Utilities electing to apply this code case must comit to the following:

(a) Use the case for piping systems analyzed by response spectrum methods and not those using time-history analysis methods.

(b) Due to the increased flexibility of the system, check all system predicted maximum displacements for adequate clearance with adjacent structures, components and equipment, and that the mounted equipment can withstand the increased motion.

(c) When the alternate damping criteria of this Code Case are used, they will be used in their entirety in a given analysis and shall not be a mixture of Regulatory Guide 1.61 criteria and the alternate criteria of this Code Case.

Since the commitments with respect to your use of Code Case N-411, as documented in your July 2,1985, letter comply with those required by the staff, we find your request to use Code Case N-411 for new analyses or for reconciliation work and for support optimization to be acceptable for use at the Davis-Besse Nuclear Power Station, Unit 1.
