Gentlemen:

This refers to the special team inspection conducted by Mr. T. P. Gwynn and

others of this office on January 21 through 24, 1986, of the Clinton Power

Station Safeteam and to the discussion of our results with Mr. L. D. Haab,

Illinois Power Company Senior Vice President, and with Mr. W. Connell of your

staff at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisteo of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

Since the Clinton Power Station Safeteam concept is not a regulatory

requirement, there were no violations or deviatf or.s identified during this

inspection. However, our inspection did identify a number of significant

program weaknesses which called into question the adequacy and accuracy of

several Safeteam investigation results. In addition, our inspection confirmed

that you had identified these same weaknesses during an independent third

party audit in August 1985, but you had failed to take corrective action for

some of the deficiencies identified relative to the Safeteam investigative

function. Our results and your third party audit findings that were not

resolved are described in paragraph 6 of the enclosed inspection report.

On February 24 and 25, 1986, Mr. T. P. Gwynn of my staff discussed the results

of our inspection with Mr. L. D. Haab, Illinois Power Company Senior Vice

President. I understand that Illinois Power Company developed a corrective

action plan dated January 31, 1986, which addressed all but one of the NRC

identified Safeteam program weaknesses; the one weakness not addressed by your

corrective action plan related to the investigation of wrongdoing concerns.

As described to Mr. Gwynn, your corrective action plan addressed both the

programmatic weaknesses identified by our inspection and the adequacy of work

already performed by the Clinton Safeteam. I understand that you are

presently implementing your corrective action plan and that you plan to

complete necessary corrective actions in late March, 1986.

Concerning the handling of alleged wrongdoing, Mr. Haab agreed to inform this

office, in writing, on or before March 15, 1986,'of the methodology to be used

by the Clinton Safeteam to investigate alleged wrongdoing and to assure that'

matters of possible criminal wrongdoing are referred to the proper authorities.

Because of the weaknesses identified by the NRC and your own audit, I believe

continuing senior management attention is warranted in order to provide

adequate resolution of Safeteam identified employee concerns prior to issuance

of an operating license for Clinton. Region III will schedule a followup

inspection to verify resolution of concerns that potentially affect Clinton

hardware prior to issuance of the operating license.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosures will be placed in the NRC Public Document Room.

We will gladly discuss any questions ycu have concerning this inspection.
