Technical Specification 3.7.12 requires that breached fire barriers be-restored to functional status within seven days or a Special Report must be

. submitted within the following 30 days. The Unit I containment equipment hatch was open for more than seven days during the eleventh refueling outage. Therefore, this Special Report is being submitted.

The containment equipment hatch was open to support outage activities. The seven-day time limit for the equipment hatch was exceeded on October 20, 1992. Since the containment wall is considered to be a fire barrier, opening this hatch constitutes breaching a fire barrier.

Technical Specification 3.7.12 requires that within one hour, 'either establish a continuous fire watch or verify the operability of fire detectors and establish an hourly fire watch patrol. Technical Specification Action Statement requirements were met for the open equipment hatch.

Due to the scope of the work in progress, it was not practical to close this hatch within seven days. The containment equipment hatch was closed on November 1, 1992, at 0600.
