This Special Report is being submitted due to the Unit I radiation monitor R-60C (Main  !

Steam Relief and Atmospheric Steam Dump Discharge) not being restored to operable status j within the time required by Technical Specification (TS) 3.3.3.1- TS 3.3.3.1 requires the

' monitor to be restored to operable status within 7 days or submit a Special Report within the next 14 days following the event.

. At 0050 on July 4,1997, during performance of FNP-1-STP-1.0, " Operations Daily and Shift L

Surveillance Requirements," radiation monitor R-60C (Main Steam Relief and Atmospheric

- Steam Dump Discharge) was declared inoperable due to the monitor nonnal light not being lit

and erroneous data indicated on the plant computer. A mandatory Limiting Condition of '

Operation (LCO) was written for R-60C requiring restoration to operable status by 0050 on July 11,1997, and a work order was generated to repair R-60C.

Maintenance troubleshooting isolated the problem to the detector. Due to the detector . l location (main steam valve room roofin close proximity to steam generator safety relief valve discharges), repair of the monitor is a potential safety concern should any relieflift during the repair effort. Therefore, repair of the monitor should be performed only under cold shutdown - 1 conditions to ensure personnel safety. R-60C is scheduled to be repaired during the next

! - outage of sufficient duration where the plant will be in cold shutdown. TS action statement i requirements are being met for radiation monitor R-60C. -
