fhis Special Report is being submitted in accordance with Technical Specification 3.7.11.1 due to having no operable fire suppression water pumps for 36 minutes on October 26, 1992.

On October 26, 1992, from 2034 to 2110, all three fire suppression water system high pressure pumps were inoperable. During this time one diesel driven fire pump (DDFP) was capable of starting and running.

The motor driven fire pump (MDFP) was out of sarvice for maintenance on its-electrical supply bus. Due to the MDFP being out of arvice, the No. 1 DDFP and the system jockey pump were running to maintain system pressure.

On the-evening of 10-26-92, fire suppression heade' pressure on the Main Control Board indicator was observed decreasing. Personnel were oispatched to investigate. It was noted that the No. 1 DDFP had experienced a decrease in rpm. A clogged-fuel filter was suspected to be the cause. The No.1 DDFP was declared inoperable and secured. The No. 2 DDFP was started and developed a packing leak. After being declared inoperable the pump was secured for maintenance on its packing gland. At this point, the No. 1 DDFP was nanually started and maintained system pressure during the 36 minutes that No. 2 DDFP was inoperable. Fol'owing maintenance on the

. packing, the No. 2 DDFP was restarted and the No. I DDFP was secured for fuel filter changeout. Fire protection system pressure wu maintained tqroughout the event. The No. 2 DDFP was returned to service at 2110 on It-26-92. The MDFP was returned to service at 0412 on'10-28-92. The No. 1 DDFP was returned to service at 1656 on 10-30-92.

For this event, Technical Specification 3.7.11.1 requires the following-Special Reports: a) notification by telephone within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />; b) confirmation by telegrapn, mailgram or facsimile no later than the first working day following the event; and, c) in' writing within 14 days ,
