Gentlemen:

Joseph M. Farley Nuclear Plant - Unit 2 Enforcement Discretion This letter confirms the phone conversation between Mr. Roger Walker of your staff and Mr. Dave Morey (Farley Nuclear Plant) at approximately 1530 CDT on August 4,1986. This conversation resulted in an enforcement discretion being granted to enable startup of Farley Nuclear Plant Unit 2 with the Train A post-accident hydrogen analyzer inoperable.

l The above enforcement discretion was based upon (a) not exceeding the 30 day LC0 which commenced at 0800 on July 28, 1986 for the 2A post-accident hydrogen analyzer, and (b) having an alternate capability and procedures in place to sample the containment atmosphere for hydrogen under post-accident conditions.
