Technical Specification 3.3.3.1

Dear Mr. O'Reilly:

This special report is being submitted in accordance with Unit 1 and Unit 2 Technical Specification 3.3.3.1 action statement 27A.

At 0800 on 1/12/84 and 0800 on 1/14/84, during performance of FNP-1-STP-814/FNP-2-STP-814 (Plant Vent Stack Effluent Monitor (R-298) Radiological Calibration), Unit 1 radiation monitor R-29B (Plant Vent Stack Effluent Mcni-tor) and Unit 2 radiation monitor R-29B, respectively, were declared inoperable when it was determined that four of the nine detectors on each monitor had failed. Although nonc of the failed detectors are required by Technical Speci-fications, their replacement required that both monitors be removed from ser-vice for longer than seventy-two hours.

While these monitors were removed from service, an alternate monitoring method, as required by Unit 1 and Unit 2 Technical Specification 3.3.3.1 action statement 27A, was implemented in accordance with established plant procedures.

The failed detectors were replaced and following satisfactory completion of FNP-1-STP-814/FNP-2-STP-814, Unit 1 radiation monitor R-29B and Unit 2 radiction monitor R-29B were restored to operable status at 1510 on 1/21/84.
