Special Report for Inoperable Radiation Monitor R 60ll l This Special Report is being submitted due to the Unit I radiation monitor R-60B (hiain Steam Relief and Atmospheric Steam Dump Discharge) not 1,:.ng restored to operable status within the time required by Technical Specification (TS) 3.3.3.1 TS 3.3.3.1 requires the mcnitor to be restored to operable status within 7 days or submit a Special Report within the next 14 days following the event. At 1400 on September 21,1997, radiation monitor R-60B was declared inoperable due to periodic spiking into alarm with no opparent reason. A mandatory Limiting Condition of Operation (LCO) was written for R-60B requiring restoration to operable status by 1400 on September 28,1997, and a work order was generated to repair R-60B. Maintenance troubleshooting isolated the problem to the detector. Due to the octector location (main steam valve room roofin close proximity to steam generator safety relief valves), repair of the monitor is a potential personnel safety concern should any relieflift i during the repair efTort. Therefore, repair of the monitor should be performed only under cold shutdown conditions to ensure personnel safety. R-60B is scheduled to be repaired during the next outage of suflicient duration when the plant will be in cold shutdown. TS action statement requiremeats are being met for radiation monitor R-60B.
