.m Joseph M. Farley Nuclear Plant Special Report No.92-001, Unit 2 Fire Barrier Penetration-0 pen for More Than Seven Days The ctantainment equipment hatch was open for more than seven days during the Unit 2_ refueling outage. The hatch was opened to support outage activities.
The seven-day time limit for t'. eouipment hatch was exceeded on March 29, 1992.
Since the containment wall is considered to be a fire barrier, opening this hatch constitutes breaching a fire barrier.
Technical Specification 3.7.12 requires that within one hour, either establish a continuous fire watch or verify the operability of fire l
detectors -and establish-an hourly fire watch patrol. Technical i
Specification action statement requirements were met for the open equipment l
hatch. Technical Specification 3.7.12 also requires that breached fire
. barriers be restored to functional status within seven days or a Special Report mustlbe submitted within the following 30 days.
Therefore, this Special Report is being submitted.
Due to the scope of tht: work in progress, it was not practical to close this' hatch within seven days. The containment equipment hatch was closed on April 6,1992 at 0919.
