Dear Mr. Davis:

This letter is to inform you that a fire barrier separating Fire Zones 56 and 44N has been inoperable for longer than the seven (7) days permitted under Technical Specification (TS) 3.7.10 Action A, and that the special report required by TS 3.7.10 Action A was not submitted within thirty (30) days as specified.

On December 6, 1988, a void was discovered in the cement block in the wall separating Fire Zone 56, the Unit 1 Auxiliary Cable Vault, and Fire Zone 44N, a HVAC Equipment Area located in the Auxiliary Building. At this time, a fire watch patrol as required by TS 4.7.10 Action A was established and AEPSC was requested to help determine reportability.

Following notification by AEPSC that the void was not reportable, the Plant personnel responsible for generating the special report confused the reportability requirements (i.e. 50.73 reporting versus the reporting requirements of TS 3.7.10) and thought that the special report required because the barrier was inoperable longer than the seven (7) days permitted by TS 3.7.10 'Action A was not required. This error was brought to the Plant's attention on February 3, 1989 by AEPSC NSGL personnel.

Following an engineering evaluation and a determination on how to fix the void in the concrete block, job orders will be issued and the fire barrier will be returned to service by February 28, 1989.
