Dear Mr. Davis:
This letter is to inform you that on September 11, 1987, Fire Door 314 for the Unit One Pressurizer Heater Transformer Room was inoperable for an undetermined length of time.
During this time period the appropriate fire watch as required by Technical Specification 3.7.10 Action (a) was not established.
Fire Door 314 is an over head roll up fire door and provides the only entrance and exit from this area.
Safety pins have been
,provided such, that, when inserted into holes in the door tracks, will prevent the door from closing all the way in the event of a fire or explosion while personnel are in the room.
On September ll; 1987, a person unknown entered the Pressurizer Heater Transformer Room and upon exiting failed to remove the safety pins thus leaving the fire barrier in a degraded condition.
Upon discovery the safety pins were immediately removed and the door returned to operable status.
A technical evaluation successfully demonstrated that, in the event of a fire, it is unlikely that the open fire door would have allowed damage to adjacent fire areas.
Since it can not be determined that the door was left unattended less than one hour, the failure to post the required fire watch is being reported through this 'special report.
