Dear Mr. Davis:

This letter is to inform you that the Fire Detection System for the 650'levation of the Auxiliary Building (Fire Zone 69) has been inoperable longer than the 14 days permitted by Technical Specification 3.3.3.7 Action b for Unit 1, and Technical Specification 3.3.3.8 Action b for Unit 2.

On October 3,

1988 the Fire Detection System for the 650'levation of the Auxiliary Building was declared inoperable due to standing alarms caused by excessive smoke from the welding operations for the Steam Generatox Replacement Project in the Unit 2 containment.

Following several attempts to clear and reset the detectors, it was decided that due to the ongoing welding operations and the inherent danger of having to ride the Auxiliary Building crane to reach the detectors, that the detection system would be left inoperable until all welding operations were completed.

At the time the Fire Detection System was declared inoperable, a routine fire watch patrol as reciuired by Technical Specifica-tion 3.7.7.7 Action a, for Unit 1 and Technical Specification 3.7.7.8 Action a, for Unit 2, was established.

This roving fire watch patrol will remain in effect until the detection system is returned to operable status.

It is expected that the detection system will be returned to operable status by December 31, 1988.
