20555 Gentlemen:

This special report is being submitted in good faith relative to Action Statement "b" of Technical Specification (TS) 3.3.3.4, Meteorological Instrumentation.

Action Statement "b" of TS 3.3.3.4 requires the preparation and submittal of a special report pursuant to Specification 6.9.2 following the inoperability of the meteorological monitoring channels that exists for more than 7

(seven) days.

On the evening of July 12 at 2010

hours, two of the plant meteorological towers sustained lightning strikes, which damaged a

number of components in the system.

After extensive repairs, the system was declared operable on July 19 at 1721 hours0.0199 days <br />0.478 hours <br />0.00285 weeks <br />6.548405e-4 months <br />.

Subsequent to the declaration of operability, another lightning strike occurred on July 19 at 2100

hours, again making the system inoperable.

After additional repairs were

made, the system was again declared operable on July 23 at 1630 hours0.0189 days <br />0.453 hours <br />0.0027 weeks <br />6.20215e-4 months <br />.

The meteorological monitoring instrumentation channels were inoperable for. 6 (six) days, 21 (twenty-one) hours and 11 (eleven) minutes followed by a short duration of operability.

It is in light of the short duration of operability surrounded by periods of inoperability that this letter is being written, even though a

special report requirement per Action Statement "b" of TS 3.3.3.4 was not technically required.

The meteorological channel inoperability events pointed to 2 (two) areas of concern:

1)

The level of spares kept on hand to repair the system.

Because of the high number of lightning strikes in a short period of time, more equipment was damaged than spares available.

Based on this, the quantity and availability of spare parts is being evaluated.

The lightning protection system of the meteorological towers.

Based on the amount of damage, an engineering evaluation of the lightning protection for the meteorological towers was performed.

A preliminary walkdown of the system has brought out a

number of shortcomings.

Based on

this, the susceptibility of the meteorological towers to a lightning strike is being evaluated.
