This Special Report is being submitted in accordance with Technical Specification (TS) 3.3.3.1, Table 3.3-6, Action Statement 22A, to inform the NRC that the Unit 1 Containment High Range Area Monitor, 1-VRA-1410, was inoperable longer than 7 days.

On November 19, 1996, at 0835 hours0.00966 days <br />0.232 hours <br />0.00138 weeks <br />3.177175e-4 months <br />, 1-VRA-1410 was declared inoperable when the detector for the monitor was found to be out of specification low during performance of 1 IHP 6030 IMP.312, an 18 month sensitivity verification.

To return the monitor to operable status it was necessary to replace the detector.

A full calibration was performed to adjust the sensitivity settings for the monitor once the new detector was installed.

Repairs and calibrations were completed and the monitor declared operable on November 26, 1996 at 1235 hours0.0143 days <br />0.343 hours <br />0.00204 weeks <br />4.699175e-4 months <br />. The monitor was inoperable for a total time of 7 days, 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br />.

The delay in returning the monitor to operable status is attributed to difficulties in procuring the sealing compound necessary to make the required EQ connection to the new detector.

Due to the short shelf life ofthe compound, it is not normally stocked at the plant. The product was unavailable from the regular supplier and had to be procured from an alternate source.

Use of an alternate supplier required that the product undergo dedication for use in this application, thereby creating a delay in replacement of the detector.
