A. B. Davis Dear Mr. Davis This special report is being submitted in accordance with our commitment to administratively implement the proposed Technical Specifications required for support of the alternate safety shutdown or emergency remote shutdown of the opposite unit.

Reference letters AEP:NRC:0692AJ dated May 30,

1986, and AEP:NRC:0692AR dated June 23, 1986.

The Unit One East and West Centrifugal Charging Pumps have been unavailable for opposite unit support, as described in our 10CFR50 Appendix R analysis, for greater than thirty (30) days.

An outage of more than thirty (30) days requires that a special report be submitted per our initially proposed Technical Specifications.

A brief time line follows which depicts the originally proposed equipment outage

schedule, reasons for exceeding these schedules and the expected equipment restoration schedule.

April 6, 1989 The Unit One Refueling Water Storage Tanks (RWST) was drained for refueling cavity floodup and in preparation for the RWST outage*.

This action renders the Unit One East and West Centrifugal Charging Pumps inoperable.

  • RWST outage:

Activities which require the suction lines to the Emergency Core Cooling pumps to be drained for valve repair work.

April 8, 1989 The East Centrifugal Charging Pump (East CCP) was removed from service for equipment modification.

PNU The Unit One CD Diesel Generator (backup emergency power for the East CCP) begins a scheduled ll day outage for its annual surveillance inspection.

April 15, 1989 The Unit One RWST was scheduled to be returned to operable status.

Due to problems which arose during the RWST outage the RWST remains inoperable until May 2, 1989.

April 20, 1989 The Unit One CD Diesel Generator originally scheduled to be returned to service on this date, remains inoperable due to an overspeed event of 1CD Diesel Generator on April 10, 1989.

April 22, 1989 The Unit One Reactor Coolant System outage commenced which requires a reduced inventory configuration.

One activity encompassed by this outage is the teardown, inspection, and reassembly of the West Centrifugal Charging Pump.

April 25, 1989 The Unit One East Centrifugal Charging Pump is restored to a functional status, however the CD Diesel Generator is still inoperable.

Therefore the East CCP cannot be taken credit for in support of Appendix R requirements.

May 2, 1989 May 5, 1989 Unit One RWST returned to operable status.

Due to problems experienced with the West Centrifugal Charging Pump reassembly, the pump could not be returned to service within the 30 day Appendix R requirement.

May 15, 1989 The Unit One West Centrifugal Charging Pump and the Unit One CD Diesel Generator are scheduled for restoration on or before May 15, 1989.

This will restore the required Appendix R support equipment.

During the period of time in which both Centrifugal Charging Pumps were unavailable, compensatory action in the form of fire watches were utilized in the affected plant areas.

These measures will continue until an operable charging pump is available.

Please note, following its return to service on April 25,

1989, the East Centrifugal Charging Pump was capable of supporting a

Unit One shutdown however, its Appendix R required emergency backup power source was not available.
