Dear Mr. Davis:
This is to confirm a verbal report made to Mr. E. Schweibinz of your staff at 1430 hours0.0166 days <br />0.397 hours <br />0.00236 weeks <br />5.44115e-4 months <br /> on October 30, 1989.
At that time Mr. Schweibinz was informed that the Fire Suppression Water System was not operable as required by Technical Specification 3.7.9.1b due to the isolation of a portion of the East leg of the outside fire protection ring header.
This isolation was necessitated to allow replacement of a ringheader valve.

One fire hydrant in the protected area was removed from service as a result of this isolation.
Backup fire protection is available from nearby -fire hydrants and the Plant fire truck.
The fire header is expected to be returned to service by November 3, 1989.
This letter fulfills the requirements of Technical Specifica-tion 3.7.9.1, Action b.2b, which requires a followup report no later than the next, working day following the impairment, and Technical Specification 3.7.9.1, Action b.2c, that requires a
followup report within 14 days.
