Dear Mr. Davis:

This is to confirm a verbal report made to Mr. R. Kazmar of your staff at 0953 hours0.011 days <br />0.265 hours <br />0.00158 weeks <br />3.626165e-4 months <br /> on April ll, 1988. At that time Mr. Kazmar was informed that the Fire Protection Water System was not operable as required by Technical Specification 3.7.9.1.b due to the planned isolation of a portion of the south leg of the outside fire protection ring header.

The affected portion of the outside ring header was isolated at 0350 hours0.00405 days <br />0.0972 hours <br />5.787037e-4 weeks <br />1.33175e-4 months <br /> on April 11, 1988, to facilitate the planned replacement of three isolation valves in the outside fire protection ring header. Replacement of the valves is expected to be completed by April 18, 1988.

The Deluge System for the Preferred Reserve Source Power Transformer (TR-201-CD) was removed from service due to the isolation of this section of fire protection piping.

Two fire hydrants within the protected area were also removed from service. Backup fire protection is available from nearby fire hydrants and the Plant Fire Truck.

This letter will fulfillthe requirements of Technical Specification 3.7.9.1 Action b.'2b which requires a follow-up report no later than the first working day following the event and Technical Specification 3.7.9.1 Action b.2c which requires a follow-up report within fourteen days.
