Dear Mr.Davis:

This letter is to inform you that the fire'barriers listed below have been inoperable for longer than the seven days allowed by Technical Specification 3.7.10 Action a.ln all cases', the applicable fire watches as required by Technical Specification 3.7.10 A'ction a.were established and maintained until the component was returned to operable status, or will be maintained until the component is returned to operable status.Fire Dampers 1-HV-AS-D2A an in line duct damper on the 633'elevation of the Auxiliary Building (Fire Zone 52)was declared inoperable during routine testing on November 30, 1988.Following cleaning and adjustment the damper was returned to operable status on December 8, 1988.Fire Damper 2-HV-AC-FD-3A separating the Unit Two P-250 computer room (Fire Zone 72)and the Unit Two Control Room HVAC Room (Fire Zone 73)was declared inoperable during routine testing on November 29, 1988.Following cleaning and adjustment the damper was returned to operable status on December 17, 1988.2.Fire Damper 1-HV-TX-FD-1 separating the Unit One Pressurizer Heater Transformer Room (Fire Zone 14)and the Unit One 591 elevation of the Turbine Building (Fire Zone 79)and Fire Damper 2-HV-TX-FD-1 separating the Unit 2 Pressurizer heater Transformer Room (Fire Mr.A.B.Davis December 22, 1988..Page 2 of 2 Zone 85)were declared inoperable on December 7, 1988.during routine testing.After follow up testing the dampers were referred to AEPSC for engineering evaluation and determination of.appropriate repairs.3.Fire Door 346 separating the Unit 2 Emergency Safety Switchgear Room (Fire Zone 45)and the Transformer and Switchgear Room (Fire Zone 46A)was declared-inoperable during routine, testing on November 28, 1988 because the door would not close to its full closed position.investigation revealed that, parts were broken in the door closer/idler assembly.The Plant Maintenance Department is currently working with engineers at AEPSC to obtain certified parts to repair the door.A fol'low up report will be issued once Fire Dampers 1-HV-TX-FD-1 and 2-HV-TX-FD-1 and Fire Door 34'6 are returned to operable status.Respect, fully, uJ f~W.G.Smit , Jr.Plant Manager:afh c: 'ee Attached Distribution D.H.Williams C.J.Paperiello, Region-III M.P.Alexich P.A.Barrett J.E.Borggren R.F.Kroeger , NRC Resident Inspector W.Scott, NRC R..C.Callen'.Charnoff, Esp.Dottie Sherman, ANI Library D.Hahn INPO PNSRC A.A.Blind S.J.Brewer/B.P.Lauzau
