Dear Mr. Deddens:

SUBJECT:

RIVER BEND STATION - GENERIC LETTER 83-28, ITEM 4.5.3 -

REACTOR TRIP SYSTEM REilABILITY - INTERVALS FOR ON-LINE FUNCTIONALTESTING-(TACNO.6I035)

Tne NRC staff has completed its review of the above subject it.em in Generic Letter 83-28, Required Actions Based on Generic Implications of Salem ATWS Events. Based on the review of the Owner Groups' analyses, including the BWR Owners Group, the independent analysis performed by the staff's contractrar, Idaho National Engineering Laboratory, and the findings noted in NUREG-0460, Anticipated Transients Without Scram for Light Water Reactors, the staff finds that existing intervals for on-line functional testing of the reactor trip system are consistent with achieving high reactor trip system availability.

This completes the staff's action for Item 4.5.3 of Generic Letter 83-28.

Copies of the related safety evaluation and the Technical Evaluation Report prepared by the staff's contractor, Idaho National Engineering Laboratory, are enclosed. By letter dated November 23, 1988, the staff inferred you that actior for Item 4.5.2 of Generic Letter 83-28 had been completed.
