         Centlement
         Attached      is a detailed response                    to violation 482/8829-01 which was
         documented in the reference.               Violation 48k/8829-01 involved a failure                   to
         post a sufficient number of observers                           to ensure an equivalent level of
         protection during a loss of intrusion detection on September 24, 1988.
         The attachment contains Safeguards Information in accordance mn 10 CFR
         73.21 and therefore should be withheld from public disclosure. This letter,
         when separated from the attachment, does not contain Safeguards Information                                    '
         and should be handled as decontrolled.
