Dear Mr. Johnson:

In Reference 2 the NRC recommended that Applicable Modes for the Fort St. Vrain Technical Specifications governing plant protective system instrument setpoints be defined in accordance with the positions of the Interlock Sequence Switch and the Reactor Mode Switch. PSC has adopted this recommendation for the Setpoint Reevaluation Program and the Technical Specification Upgrade Program. Messrs. Brey and Holmes of PSC and Messrs. Wagner and Ireland of the NRC discussed implications of this change in the definition of Modes in phone conversations on March 12, 1985.

P-85091 Page 2 As a result of these discussions PSC needs to document the justification for several changes that have resulted from the application of these modes for functional units of the plant protective system. This justification will be included in the Significant Hazards Considerations Analysis of the proposed amendment to the Operating License for plant protective system setpoints.

PSC plans to submit a draft of the proposed amendment to the Operating License for plant protective system setpoints by April 1, 1985 for the NRC's acceptance review of the FSV Technical Specification Upgrade. It is anticipated that PORC and NFSC review of this amendment will be completed by May 1,1985 so that the NFSC approved proposed amendment can be submitted to the NRC on or before May 1, 1985.
