Request for Additional Information for Plant Protective System Trip Setpoints and Surveillance Requirements for Fort St.

Vrain Nuclear Generating Station, dated October 16, 1986.

We have held several discussions by telephone with your staff concerning plant protective system (PPS) setpoints, as discussed in our letter referenced above. These discussions concerned how allowable values for instrumentation errors were to be reflected in your proposed Technical Specifications (TS).

Cumulative instrumentation errors can be accounted for on either a monthly or an annual basis in accordance with ANSI standards. However, the fact that some portions of the system are checked monthly and some annually leads to different allowable values to account for these errors.

We recommend that you propose TS based on the annual (or refueling interval) allowable values. Monthly allowable values should be the basis for your administrative controls. The administrative controls should thus minimize the potential for exceeding the TS limits.

In view of the additional changes you will need to make, we agree to extend the date of your response to the above referenced letter. Your response should be submitted within 60 days of the date of this letter.
