Dear Mr. Berkow:

Public Service Company of Colorado (PSC) submitted by letter dated June 21, 1985 (Reference 1), an amendment request to the Fort St.

Vrain (FSV) Technical Specifications on the Plant Protective System (PPS) Trip Setpoints and Surveillance Requirements. The amendment request was based on re-analyses of the trip setpoints to include consideration for instrumentation uncertainties.

The NRC staff, by letter dated January 24, 1986 (Reference 2),

addressed the results of their review of FSV's amendment request and recommended that an amendment to the existing Technical Specifications be submitted to incorporate those setpoints found acceptable.

PSC is submitting in the following attachments the NRC's requested Technical Specification changes fe:- the FSV PPS trip setpoints and comments on the NRC's draft safety evaluation report (SER). PSC's comments on the SER are editorial in nature and are noted as a markup to the " Draft" SER.

Attachment 1: Summary of proposed changes to the existing FSV Technical Specifications.

Attachment 2: Proposed changes to LSSS 3.3 and LC0 4.4.1 of the FSV Technical Specifications.

Attachment 3: PSC's editorial markups on the NRC's Draft Safety Evaluation Report.

The Significant Hazards Consideration submitted in the amendment application of Reference 1 remains applicable to this application addenda. Therefore, a separate Significant Hazards Consideration is not being included with this amendment request.

In accordance with the provisions of 10CFR170, an application fee of

$150.00 was sent in Reference 1. Since this amendment request is an addenda to the original application, an additional $150.00 application fee is not being enclosed.

A 180 day period after i.pproval of these revisions by the Commission is requested before the revised sections are incorporated into the FSV Technical Specifications. The 180 day period is required by PSC to revise the System Operating Procedures, computer software, Plant Protective System daily log sheets, the Surveillance Procedures, the

. Emergency Procedures, the Technical Specification Compliance Log, and the Overall Plant Operating Procedures. This time is'also required to retrain all licensed personnel.

PSC recognizes from past commitments that we still owe the NRC staff the results of the additional analyses and trip setpoint justification for the PPS parameter, programmed feedwater flow-low.

While this parameter is not currently in the existing Technical Specifications, we do plan to incorporate it into the overall Technical Specification Upgrade Program. PSC will be submitting the results of the analyses and trip setpoint justification for your information and review, under a separate cover letter, in the very near future.
