SUBJECT:

FORT ST VRAIN NUCLEAR GENERATING STATION, AMENDMENT NO. 60 TO FACILITY OPERATING LICENSE NO. DPR-34 (TAC NO. 47416)

The Commission has issued the enclosed Amendment No. 60 to Facility Operating License No. DPR-34 for the Fort St. Vrain Nuclear Generating Station. This amendment consists of changes to the Technical Specifications (TS) in response to your application dated February 8,1988.

The amendment revises certain setpoints for the Plant Protective System to allow for instrumentation errors. The proposed changes have been reviewed by, our contractor, Idaho National Engineering Laboratory (INEL). <

A copy 'of the Safety Evaluation and Notice of Issuance are also enclosed.

The Notice of Issuance will be published in the Federal Recister .

The staff and INEL have also identified a series of future actions which Public Service Company of Colorado should pursue. These actions are necessary to fully reflect instrumentation errors in the setpoints contained in the TS.-

We request that you provide us with your current schedule to submit the identi-fied items for staff review. This schedule should be.provided within 45 days of the date of this letter. The information requested in this letter affects fewer than 10 respondents; therefore, OMB clearance is not required under P.L.96-511. .
