SUMMARY

OF MEETING TO DISCUSS PLANT PROTECTIVE SYSTEM (PPS) SETPOINTS, DECEMBER 3, 1987 (TAC NO. 47416)

The purpose of this meeting was to discuss the licensee's proposed changes to the PPS setpoints in the Technical Specifications. The licensee's current proposal is contained in a letter dated August 28, 1987 (P-87278). The staff requested thct a technical evaluation of this submittal be performed by an NRC contractor, EG&G Idaho, Inc. A draft Technical Evaluation Report (TER) by the contractor was sent to the licensee by letter dated November 25, 1987. The attendees at this meeting are listed in Enclosure 1.

l The licensee briefly reviewed the history of this project. The NRC staff had i pointed out that the original PPS setpoints were not conservative. The staff recommended that the licensee adopt the appropriate ISA standards (ISA Standard 567.04-1982). The licensee has been pursuing this objective for several years, beginning with the licensee's letter cated March 9, 1984 (P-84078).

The focus of the discussion then shifted to the licensee's methods for obtaining the setpoints. The licensee's methodology is summarized on pages 3.3-4 and t 3.3-5 of the proposed Technical Specifications change. These methodologies were discussed in detail to ascertain how the licensee included both measured and estimated sources of error in the determination of allowable values and setpoints. The licensee's methodology was also reviewed against the staff's letter of November 26, 1986 on this subject.

After considerable discussion, the staff and it's contractor (EG&G Idaho, Inc.)

agreed that the licensee's methods met the ISA standards, were consistent with the staff's guidance, and were conservative.

The staff and it's contractor also briefly reviewed certain minor points i discussed in the draft TER. These included:

Clarifying the limits anc' basis for the PCRV rupture discs and  !

the PCRV relief valves.  ;

Expanding the basis for the rod withdrawal prohibits associated with  !

l the Interlock Sequence Selector Switch, and That certain other items be clarified in footnotes, tables, and bases.

.g-The licensee agreed to these revisions and stated that they would provide a final draft of the proposed changes by January 3, 1988. The staff and licensee agreed this schedule would allow implementation of these changes prior to the fourth refueling. This would constitute a first phase of the PPS setpoint changes.

The staff and licensee agrced to pursue the remaining outstanding items as follows:

The licensee would complete the analysis of the fixed low feedwater flow trip value and submit this to the staff by January 30, 1988.

The licensee was continuing to analyze the programmed low feedwater flow trip value.

The staff woul_d review the proposed surveillance requirements and undervoltage protection setpoints in the June 21, 1985 (P-85214) submittal.

The staff would provide comments to the licensee in order to assure a correct final submittal.

The staff noted the licensee's submittal concerning the use of the internal test signal dated April 23, 1987 (P-87100) was in legal review pending final approval.
