Dear Mr. Davis:

This special report is being submitted as required by Technical Specification Sections 3.3.3.7b for Unit 1 and 3.3.3.8b for Unit 2 to inform you that the Auxiliary Building 650'levation Fire Detection System is not operable as required by Technical Specification Section 3.3.3.7 and 3.3.3.8 for Units 1 and 2, respectively.

The ionization fire detectors for this area were declared inoperable on January 12, 1988, due to the smoke generated by the extensive welding taking place on the Auxiliary Building crane. Due to the smoke, the fire detectors have become dirty and will not reset when the smoke is cleared from the area. Because the welding is continuing on a 20 to 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> a day basis, we will not attempt to clean the detectors and return them to service until the completion of the Auxiliary Building crane upgrade project. Zt is expected that the detectors can be returned to service by March 31, 1988.

Fire watches, as required by Technical Specification Sections 3.3.3.7 and 3.3.3.8 for Units 1 and 2, until the Fire Detection System is returnedwill respectively, were promptly initiated and be maintained to service.
