i This is to acknowledge receipt of your letter dated July 31, 1987, which transmitted Revision 82 to the Big Rock Point Site Emergency Plan, Volume 9.

~ This submission included a revision of Chapter 5, Organization Control of-Emergencies. . Included in this revision was a new tabular format listing the minimum shift staffing requirements to conform with the guidance of Table B-1 of'NUREG-0654, Revision 1. This change of format for listing minimum shift staffing was recommended in a letter'of March 5, 1987 from

Our review has indicated that these changes to the Big Rock Point Site Emergency. Plan,-Revision 82, are consistent with the requirements of 10 CFR 50.54(q) and do not decrease the effectiveness of your plan.

Your revised listing of minimum shift staffing to include 30 minute and 60 minute. response capability in one table has been considered satisfactory.

Please be' reminded that 10 CFR 50.54(q) requires NRC approval of any changes to your plan which may decrease the effectiveness of the plan. However, if your safety review indicates no decrease in emergency preparedness effectiveness, then changes can be made without prior NRC approval. In all cases, you must furnish copies of each proposed change to the NRC in )

accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan l Implementing Procedures should be made in accordance with the requirements of 10 CFR Part 50, Appendix E, Section V (Implementing Procedures).

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC's Public Document Room.
