Although the detector was still functional, it was considered and declared inoperable.

The redundant instrumentation was confirmed to be operable.However, the Special Report required by TS 3.3.3.1 was not submitted to the NRC when the detector remained inoperable in excess of the 7 day Action Statement requirement.

The failure to comply with the Special Report requirement was discovered on July 30, 1993, and is rectified by transmittal of this letter.This event resulted from the repair action not being prioritized in accordance with the applicable LCO restoration requirement, coincident with the failure to identify the need for a Special Report.This is attributed to: 1)ineffective communication of the TS Action Statement requirement via the Work Request,.which,led.to a,,priority code assignment that was not consistent.
