REQUEST FOR INSERVICE TESTING RELIEF FOR VALVES IN THE FEEDWATER AND REACTOR DEPRESSURIZATION NITROGEN BACKUP SYSTEMS Re: Big Rock Point Plant By letter dated April 10, 1985, Consumers Power Company submitted two relief requests for valve testing in the subject systems for the second ten-year inservice inspection and testing interval at the Big Rock Point Plant.

The staff has reviewed the material provided by letter dated April 10, 1985.

The staff's Safety Evaluation concludes that the required testing is impractical to perform and that the alternate methods of examination discussed in the Safety Evaluation provide reasonable assurance of the operability of the subject valves. The staff also concludes that granting relief where the Code requirements are impractical is authorized by law and will not endanger life or property, or the common defense and security and is otherwise in the public interest considering the burden that could result upon Consumers Power Company if the Code requirements were imposed upon the Big Rock Point Plant.

Accordingly, pursuant to 10 CFR 50.55a(g)(6)(1) of the Commissions regulations, Consumers Power Company is granted the requested relief from the Code valve testing requirements for the subject valves. A copy of our Safety Evaluation is enclosed.
