The staff has reviewed the material provided by letter dated April 10, 1985.

The staff's Safety Evaluation concludes that the required testing is impractical to perform and that the alternate methods of examination discussed in the Safety Evaluation provide reasonable assurance of the operability of the subject valves. The staff also concludes that granting relief where the Code requirements are impractical is authorized by law and will not endanger life or property, or the common defense and security and is otherwise in the public interest considering the burden that could result upon Consumers Power Company if the Code requirements were imposed upon the Big Rock Point Plant.
