Re:        Big Rock Point Plant During the Appendix R inspections at Big Rock Point, conducted during December 1985 and March 1986, Consumers Power Company (CPC) could not demon-strate to the NRC Region III inspection team how the Big Rock Point plant was going to safely shut down following a fire in various areas of the plant. NRC Region III inspectors requested that CPC submit a written safe shutdown summary for the entire plant. By letter dated March 21, 1986, CPC submitted a summary of methods and systems to be used to achieve and maintain safe shutdown con-ditions following a fire. By letter dated July 1,1986, CPC provided additional information concerning spurious equipment actuation resulting from a control room fire.
