Gentlemen:

This refers to the inspection conducted by Messrs. W. R. Bennett and

G. A. Pick of this office during the period October 1-31, 1988, of activities

authorized by NRC Operating Licerse DPR-46 for Cooper Nuclear Station, and to

the discussion of our findings w th you and other members of your staff at the

conclusion of the inspection.

Areas examined during the i npection included followup of plant events,

operational st.fety verification, access control, monthly surveillance and

maintenance observations, a1d emergency excercise. Within these areas, the

inspection consisted nf selective examination of procedures and representative

records, interviews with personnel, and observations by the inspectors. The

inspection findings are documented in the enclosed inspection report, i

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Consequently, you are required to respond to

this violation, in writing, in accordance with the provisions of Section 2.201 l

of the NRC's "Rules of Practice," Part 2, Title 10, Code of federal  :

Regulaticns. Your response should ba based on the specifics contained in the l

Notice of Violation enclosed with this letter. l

The violation, which involves access controls, is of particular concet'n

because it appears to involve training records problems which were the root

cause of an earlier violation. L

The response directed by this letter and the accorrpanying Notice are not

,

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1950, PL 96-511. i
