Gentlemen:
This refers to the inspection conducted by Messrs. W. R. Bennett, G. A. Pick,
and R. V. Azua of this office during the period September 4 through October 16,
1990,-of activities authorized by NRC Operating License DPR-46 for Cooper
Nuclear Station, and to the discussion of our findings with Mr. J. M. Meacham
and other members of the plant staff at the conclusion of the inspection.
Areas examined during the inspection included operational safety verification,
monthly surveillance and maintenance observations, onsite followup of written
reports, followup of 10 CFR Part 21 reports, and engineered safety feature
walkdown. Within these areas, the inspection consisted of selective examination

of procedures and representative records, interviews with personnel, and
observations by the inspectors. The inspection findings are documented in the
enclosed inspection' report.
During this inspection, the inspector found that certain of your activities
involved a ' failure to issue a temporary procedure change as required by
administrative guidelines. This led to a violation of NRC requirements;
.however, in accordance with Section-V.A of the NRC's Enforcement Policy, no
citation is being issued for the violation which 1s described in paragraph 3.
'Your prompt and thorough response to this issue was a key element in our
decision not to issue a Notice of Violation.
Ti. inspectors are concerned,
however,. that this instance, as well as other occurrences during this inspection
period, may. indicate a lack of: attention to detail,
We have examined-actions you have taken in response to previously identified
inspection findings.
