Submittal of Revised Technical Specification Pages Cooper Nuclear Station, NRC Docket 50-298, DPR-46

Reference:

Letter (No. NLS980200) to USNRC Document Control Desk from J. H. Swailes (NPPD) dated March 1,1999," Proposed Change to CNS Technical Specifications; Reactor Protection System Instrumentation" The purpose of this letter is to submit to the Nuclear Regulatory Commission (NRC) the revised pages to a proposed change to the Cooper Nuclear Station (CNS) Technical Specifications (TS) previously submitted per the above reference. The revised TS pages (TS Pages 3.3-4 and 3.3-6),

in both mark up and type written form, replace Page 3.3-6 of the above reference. These pages are being submitted in response to recent telephone communications (most recently June 15, 1999) between the NRC and the CNS Nuclear Licensing & Safety (NL&S) Manager.

In the above reference, the proposed change to TS page 3.3-6 consisted of adding a footnote to Table 3.3.1.1-1, Function 2.b. stating that " calibration of the recirculation loop flow transmitters is only required every 18 months." Per the above mentioned discussions with the NRC, the attached pages replace the submitted change with the following revised changes:

1) Page 3.3-4 Surveillance Requirement (SR) 3.3.1.1.10, Note 1. was revised to state that recirculation loop flow transmitters are excluded from the requirements of this SR.
2) Page 3.3-6 SR 3.3.1.1.12 was added to the list of applicable SRs associated with Function 2.b.

The specific changes proposed above represent a format that is more consistent with the format ofImproved Technical Specifications. Because there is no change in intent, neither the discussion nor the significant hazards determination contained in the above reference are affected.
