The issue identified and discussed in paragraph 3 appears to, result from a

misinterpretation of your corrective action in response to a previously

identified deviation in NRC Inspection Report 50-298/88-18.- The corrective
action implemented was not the some as that stated in your response. dated

August 16, 1988, to NRC. This could be an indication of a weakness:in the
area of commitment identification and verification.
