D l' i l ' SEP 2 5 tgeg I I J U.S. Nuclear Regulatory Commission b l l .$ Document Control Desk " Washington, DC 20555 Subj ect: NPPD Responte to NRC Inspection Report 50-298/89-25 Centlemen: This letter is written in response to your letter dated August 22, 1989, transmitting Inspection Report 50-298/89-2 Therein you indicated that one of our activities appeared to deviate from commitments made to the NR Following is a statement of the deviation and our respons STATEMENT OF DEVIATION Imoroner Storare of Trainine Records 10 CFR 50.54(a) requires that each licensee implement a quality assurance (QA) program as described in the Safety Analysis Report. CNS QA policy document, referenced in Appendix D of the CNS USAR, Section 2.6, " Document Control," commits the licensee to meet the requirements of ANSI N45.2.9-1974, " Requirements for Collection, Storage, and Maintenance of Quality Assurance Records for Nuclear Power Plants." Training Department instructions further specify what is considered quality record ANSI N45.2.9-1974 specifies that quality records storage facilities meet certain construction requirements and be designed to prevent larceny and vandalis In deviation from the above, Training Department QA records are stored in a room which does not meet construction requirements or contain provisions , to prevent larceny or vandalism in that: the walls are not constructed with reinforced concrete, concrete block, masonry, or equal construction; the sealant is not applied over walls as a moisture or condensation barrier; an adequate fire protection system is not present; and structures, doors, frames and hardware are not constructed to meet a 4-hour fire ratin (298/8925-01) Reason for the Deviation The training facility at Cooper Nuclear Station completed construction in early 1987. The original design of the building did not anticipate the need for record storage facilities which meet ANSI N.45. ( { Y~

Corrective Stens Taken and Results Achieved

Security locking bars have been placed on order for the records cabinets in the training ~ facility records area. . A Nuclear Training Department administrative procedure has been revised to require that'all cabinets be locked and barred when the : records' area is unattended. This action should assure the security of the records and meet the intent of the ANSI N45. Section. The existing training records storage area is intended as a temporary records storage facility. _ . Records are stored in one hour _ fire rated cabinets and the records storage area is protected by a sprinkler syste Duplication of the data, significant for verification ,of training attendance, is in the process of being entered and validated on the new

 " Training Tracking System (TTS)* computerized records system. This system is main-frame based, with regular tape backups in the Columbus General Offic Corrective Stens Th.!- Vill Be Taken to Avoid Further Deviations A study has 'been. commissioned to recommend alternatives for records storage in the training area which will meet the intent of ANSI N45.2.9.1974 An archival procedure for training records which will conform to the approved CNS Procedure PSP 1.9, Control and Retention of Records, is in the process of development, and will-be completed in draft by December 1, 1989 vith implementation to commence by January 1, 199 Date When Full Comoliance Will Be Achieved
