Swailes (Nebraska Public Power District), to US Nuclear Regulatory Commission, dated July 6,1998, " Response to NRC Generic Letter 98-01, Year 2000 Readiness of Computer Systems at Nuclear Power Plants" The purpose of this letter is to respond to the Nuclear Regulatory Commission's (NRC) request for information regarding Year 2000 readiness at nuclear power plants. Per Reference 1, the NRC issued Generic Letter (GL) 98-01 to require that all addressees provide information j

regarding their programs, planned or implemented, to address the Year 2000 (Y2K) problem in l

computer systems at their facilities. Specifically the NRC required that licensees provide:

1) written confirmation ofimplementation of their programs; and,2) written certification that the l

facilities are Y2K ready with regard to compliance with the terms and conditions of their licenses i

and NRC regulations. Per Reference 2, Nebraska Public Power District (District) submitted the required 90 day response for Cooper Nuclear Station (CNS).

On January 14,1999, the NRC issued Supplement 1 to GL 98-01 providing a voluntary j

alternative response to that required in GL 98-01. The District is voluntarily reporting CNS o

s readiness as outlined in Supplement I to GL 98-01.

i Page1of1 Year 2000 Readiness Disclosure This year 2000 readiness disclosure is made for Cooper Nuclear Station (CNS) under the " Year 2000 Information and Readiness Disclosure Act" (Public Law 105-271,112 Stat. 2386 of October 19,1998).

i This disclosure addresses the Year 2000 (Y2K) readiness of the facility with regard to those syrtems within the scope of the license, NRC regulations, and other systems required for cr nraued operation of the facility after January 1,2000. A facility that is Y2K ready has followed a prescribed program to identify and resolve Y2K issues so the facility can operate reliability into the year 2000, while meeting the terms ofits license and Nuclear Regulatory 1

Commission regulations.

CNS has implemented a year 2000 readiness program similar to that outlined in Nuclear Chility Year 2000 Readiness, NEI/NUSMG 97-07. The program includes software, hardware, and

firmware whose failure due to a Y2K problem would prevent the performance of the safety function of a structure, system or component. Additionally, the program applies to any software, hardware, or firmware whose failure due to a Y2K problem would significantly degrade o-impair, or prevent operation of the nuclear facility beyond January 1,2000. In particular, inventory included items that are safety-related, important-to-safety, required by regulations, license commitments, important to continued operction, and personal safety. The facility program included identifying and, where appropriate, remediating embedded systems. The program provided for risk management efforts and development of contingency plans for key rollover dates.

The auclear Y2K effort was closely coordinated with Nebraska Public Power District's overall program. A dedicated project team, with the involvement and support of senior management, followed a very structured and systematic approach that was prescribed by an Engineering procedure. The identification, inventory, and prioritization of computer assets was completed in 1998; detailed assessments were completed earlier this year for all assets in inventory.

Independent assessments of the Y2K program have been conducted and improvements have been made. No Y2K-related problems were identified that would have prevented systems from performing their intended safety functions, if conditions required, after 1999. Remediation of assets required for continued operation of the facility in the year 2000 is complete. In connection with these program efforts, CNS has contacted business associates to assess the readiness of service providers that are important to continued operation. CNS participated with industry groups and other utilities in an' effort to share valuable information and adopt best practices; i

efforts were coordinated with the Nuclear Energy Institute, North American Electric Reliability j

Council, Electric Power Research Institute, and Mid-Continent Area Power Pool.

j In conclusion, the Y2K readiness program has been completed for those systems required for continued operation of CNS beyond 1999. It is my belief that CNS is Y2K ready and can continue to generate electrical power into the year 2000.
