This fonvards a summary of our July 12, 1989, meeting at Nebrcska Public Power District's corporate office to discuss the Systematic Assessment of

- Licensee Performance (SALP) for Cooper Nuclear Station (CNS) for the period February 1,1988, through April 15, 1989, and a copy of your August 11, 1989, response to the SALP report. I consider the corrective actions discussed in the July.12, 1989, SALP meeting, the August 10, 1989, meeting held at'your request in the Region IV office, and in your August 11, 1989, written response to the SALP report to be responsive to NRC concerns and recommendations. The enclosures forwarded with this letter together with the initial SALP report for CNS forwarded in our letter dated June 20, 1989, are considered to be the finai SALP report.

On July 12,'1989, .the Regional Administrator, Region IV, members of the Region IV staff, and NRR representatives met with representatives of NPPD in an open meeting to discuss the SALP report covering the period February 1, 1988 Lthrough April 15, 1989.- The NRC material presented at the meeting and a s list of attendees;are attached. The meeting was. held at the request of NRC

. Region'IV.

After opening remarks by the Regional Administrator, the Director, Division of Reactor Projects presented each of the functional areas evaluated in the SALP report using Attachment l' as an outline. The NPPD President and Chief Executive:0fficer responded to NRC recommendations in each of the SALP categories.
