This letter responds to the Nuclear Regulatory Commission (NRC) August 23,1999, letter {

(Reference 1) requesting information regarding Year 2000 (Y2K) readiness at Cooper Nuclear l Station (CNS). More specifically, the NRC requested: (1) clarification of CNS's Y2K readiness status with regard to its Integrated Contingency Plan and, (2) results of CNS's evaluation into a j potential problem regarding inaccurate Y2K compliance information provided by a contractor. '

Revision 1 to the CNS Integrated Contingency Plan was approved September 2,1999. Twenty-four new or enhanced individual contingency plans were incorporated into this plan. The Integrated Contingency Plan includn essential elements from all individual contingency plans to ensure the continuity of safe power production in the event of a Y2K-induced event. The Integrated Contingency Plan, which is the final product of the Y2K contingency planning process, includes sufficient detail to meet its objective. It is consistent with the guidelines provided by Nuclear Utility Year 2000 Readiness Contineencv Plannine, NEl/NUSMG 98-07.

'The Inlegrated Contingency Plan existing at that time of the NRC visit in August of 1999 was not intended to be in final form. Nebraska Public Power District is unaware of any position stated by the NRC to the industry that a " final" Integrated Contingency Plan was expected prior to its review of Y2K readiness or prior to submittal of the July 1999 Y2K readiness declarations.

Although it is expected that the Integrated Contingency Plan may need to be modified as additional information is obtained, CNS does not anticipate that these modifications, if necessary, will adversely impact "Y2K ready" status conclusions. Based on these considerations, CNS does not believe that a " corrected response" to its June 28,1999, letter to the NRC is 'necessary.

. Regarding the second item, CNS identified a potential problem on August 11,1999 regarding the quality of work done by a contractor involved in the Y2K project. Three instances of the contractor providing inaccurate information were documented. Subsequent investigation has confimled that there is no change in the CNS Y2K readiness status as previously stated. The three documented instances would not have affected continued, safe operation of CNS after January 1,2000. Documentation has been updated to correct these inaccuracies. A thorough review of an r propriate number of additional assessment packages revealed no instances of inaccurate information being provided by the subject vendor. 10 CFR Part 21 implications have also been reviewed. The vendor's services were appropriately procured as non-essential, all assessment work was subject to CNS requirements, and no substantial safety hazard existed.

For these reasons, CNS concludes that the subject condition is not subject to 10 CFR Part 21 requirements.

This year 2000 readiness disclosure is made for CNS under the " Year 2000 Information and Readiness Disclosure Act"(Public Law 105-271).
