By letter dated January 27,1999 (Reference 1), and Licensee Event Report (LER) No. 1999-003 (Reference 2), the Nebraska Public Power District (District) committed to taking actions /

addressing weaknesses in the area of post maintenance testing. As a corrective action to a violation in Reference 3 regarding failure to perform adequate testing needed to demonstrate that Il

a relief valve would perform satisfa:torily, the District committed to evaluate the extent of /i condition and bound the issue ofinadequate post maintenance testing and take appropriate corrective actions by June 30,1999. The District also committed to train Engineering Support Personnel on specifying appropriate post maintenance testing by June 30,1999.

Subsequently, the District submitted LER 1999-003 documenting the failure to stroke time test T the valve following packing replacement as required by Cooper Nuclear Station's Inservice ,

Inspection program which is required by our Technical Specifications. The root cause for this ,

i NLS990083-Page 2 0f 2 deficiencies in implementing procedures. Consequently, the District committed to revise two procedures, 7.0.5, " Post Maintenance Testing," and 0.40, " Work Control Program."

As the above commitments are closely related, the District completed a comprehensive evaluation of the problem es] the extent of condition, and developed specific corrective actions to address the issues, including revision to the above procedures and the development of a post maintenance testing matrix. Therefore, the commitment to bound the extent of condition and take appropriate corrective actions is now complete, although extended from June 30,1999 to August 10,1999 to facilitate completion of management review and training of the required implementing personnel. Additional time is required to accommodate the training of Engineering Support Personnel. This will be completed during the 1999 Fourth Quarter Continuing Training (with a due date of January 20,1999).
